The Real Story: A 'Boring' Utility Turning Into an AI Load-Growth Play

On the surface, Ameren Corp. (AEE) looks like a textbook regulated utility — it supplies electricity and natural gas to homes and businesses across Missouri and Illinois, the kind of steady, low-drama stock that typically sits in dividend-focused portfolios. But the market narrative around AEE has shifted meaningfully in recent quarters. The catalyst? Data centers.

Ameren operates through two core subsidiaries: Ameren Missouri (electric and gas serving greater St. Louis) and Ameren Illinois (electric and gas transmission and distribution). Both territories are now seeing outsized demand from technology companies building data centers to support AI training and cloud computing workloads.

In Missouri alone, customers have signed construction agreements covering 1.2GW of power capacity — enough to supply a mid-sized city. In Illinois, developers have signed an additional 850MW of construction agreements. These are not soft expressions of interest; these are contracts actively being built out.

The key regulatory enabler here is Missouri Senate Bill 4 (2025), which allows Ameren to offer specialized rate structures to large-load customers such as data centers and semiconductor fabs — with protections designed to prevent residential ratepayers from subsidizing the grid buildout for these large customers. This is the single biggest differentiator elevating AEE from a generic utility into a genuine growth narrative.

To support this demand, Ameren has approved a $31.8 billion capital plan for 2026-2030 — a 21% increase over its prior five-year plan. The regulated rate base is projected to grow from $28.8 billion (2025) to $47.7 billion (2030), a roughly 10.6% CAGR. Management has even flagged a longer pipeline of up to $70 billion for 2026-2035 if the full slate of discussed data-center projects materializes. Three new energy centers are expected online by the end of 2026, adding roughly 400MW of generation capacity.

Management is led by Martin J. Lyons Jr. (President & CEO) and Leonard P. Singh (CFO) — both experienced operators within the regulated U.S. utility sector.
