PPHC (Public Policy Holding Company, Inc.) is often mistaken for a fresh Nasdaq IPO story. The reality is different. PPHC had already been listed on London's AIM market for years before uplisting to the Nasdaq Global Market on January 28, 2026, selling 4.15 million shares at USD 12.25 and raising roughly USD 50.8 million in gross proceeds. This is not a pre-revenue startup story - it is an already-mature roll-up, already profitable on an adjusted basis, simply adding a new listing venue to access broader US capital for further mergers and acquisitions (M&A).

PPHC's business model is simple but effective: the company acquires boutique firms in government relations (lobbying), public relations, corporate communications, and compliance/lobbying-tracking, then lets each firm operate semi-autonomously under the group umbrella - cross-selling services between firms and using group-level M&A firepower (a mix of debt and stock) to keep adding revenue. As of now, PPHC has around 12 member firms.

Proof the playbook is still active: PPHC acquired TrailRunner International in 2025, and most recently acquired Tancredi Intelligent Communication Ltd (a London-based litigation communications specialist) on July 1, 2026 for USD 10.8 million (USD 9.6 million cash plus stock), folded into TrailRunner. Tancredi brings in 22 additional staff and posted FY2025 net revenue of GBP 4.3 million with pre-tax profit of GBP 1.3 million.

Three Business Segments

• Government Relations Consulting - federal and state lobbying and advocacy, legislative strategy, political intelligence, and issue monitoring.
• Corporate Communications and Public Affairs Consulting - crisis communications, financial communications/investor relations, litigation support, community relations, social/digital media, public opinion research, and branding/messaging.
• Compliance and Insights Services - lobbying compliance services along with legislative-tracking software and tools.

One strength that is often overlooked: PPHC serves more than 1,200 active clients (companies, trade associations, NGOs) across healthcare/pharma, financial services, energy, technology, telecoms, and transportation. No single client accounted for more than 2.0% of revenue as of December 2024 - a genuinely low client concentration, a real positive that is uncommon in professional services businesses. The average annual client renewal rate sits at 78.3%, pointing to stable, sticky client relationships.
